On the go: David Fairs is leaving his role as executive director of regulatory policy, analysis and advice at the Pensions Regulator in March this year.
Fairs joined TPR in July 2018, and in that time oversaw the introduction of new powers under the Pension Schemes Act 2021, as well as working with the Financial Conduct Authority and the Department for Work and Pensions to define value for money in defined contribution pensions.
The latter work led to a proposed new framework, which will be consulted on later this year.
Fairs also oversaw TPR’s professional advisers, and championed the regulator’s work on climate change.
Before joining TPR, Fairs spent 23 years at KPMG, most recently as a senior partner in its pensions practice.
He is also chair of Sarcoma UK’s genomics development board and an advisory board member of the Association for Business Psychology and the Department of Mathematical Sciences at Essex University. He is also a governor of the Pensions Policy Institute.
TPR chief executive Charles Counsell said: “David has been a highly valued member of our executive team and board for more than four years, during which time he has shown exceptional leadership internally and among our key stakeholders.
“He has played a pivotal role in implementing groundbreaking policies that are already helping to better protect savers and drive stronger retirement outcomes.
“His knowledge and experience will be sorely missed, but we all wish him well as he moves on to new challenges, in which I am sure he will continue to make a real difference.”
Fairs added: “I am very proud of the work that the team at TPR have driven forward in my four and a half years with the organisation.
“A new year is a time for change, and is the right time for me to pursue new challenges. I wish the team at TPR all the best for the future – the work they do is so important and I know that they will continue with the drive and determination I’ve seen in my time with them.”
Counsell is also leaving the regulator in March 2023, after he confirmed in June that he would not be seeking a second term at the watchdog’s helm.
He is being replaced by Nausicaa Delfas, who joins TPR from her role as executive director for governance at the FCA.
